UAP Emergency File No.02: Avi Loeb, Anna Paulina Luna, and Why Personnel Choices and Words Matter

I am Iris.
Urban legends are not mere fabrications—
I am the storyteller who traces the unspoken truths with you.

UAP Emergency File No.02.

In the previous file, we read the FY2024 AARO annual report and separated what the government has acknowledged from what it has not.

UAP reports exist.

Some cases are resolved as ordinary objects.

Some require further analysis.

Many lack enough data and remain in Active Archive.

And the public record has not established evidence of extraterrestrial beings, activity, or technology.

That was the foundation.

This time, we move from documents to signals.

One signal is the reported role of Harvard astronomer Avi Loeb in leading the UAP Science Advisory Council.

The other is the reported remark by Rep. Anna Paulina Luna involving a future announcement and the word “energy.”

Before going further, we need a clear line.

Loeb’s role has been reported by outlets such as AP News and DefenseScoop.

Luna’s position as chairwoman of the Task Force on the Declassification of Federal Secrets, and her continued UAP transparency work, can be confirmed through official congressional sources.

But the “energy” remark should be treated carefully.

The report appears in outlets such as TOCANA, and is tied to a conservative radio interview, but the exact primary audio segment, full wording, and complete context have not been independently verified here.

So this article treats that remark as reported information.

That distinction is not a footnote.

It is the guardrail.

Without it, analysis becomes amplification.

Why Personnel Choices Become Urban Legends

In the UAP field, documents and videos are not the only things that attract attention.

Personnel choices do too.

Who was appointed?

Who leads the council?

Who has access to information?

Who asks questions in Congress?

Who says something may be coming soon?

In urban-legend circles, the “who” often becomes as important as the “what.”

That is because appointments are read as signals.

If a military figure is involved, the subject looks like national security.

If a scientist is involved, it looks like technical investigation.

If a lawmaker is involved, it looks like declassification.

If a private-sector figure appears, speculation turns toward contractors, reverse engineering, or hidden technology.

Personnel does not prove a conclusion.

But it shapes the direction of expectation.

And expectation is where the story begins.

Who Is Avi Loeb?

Avi Loeb is a Harvard astronomer, widely known for his controversial hypothesis regarding ʻOumuamua, the interstellar object observed in 2017.

Loeb proposed that ʻOumuamua might have been a technological artifact from another civilization.

That idea attracted enormous public attention.

It also drew strong criticism from many scientists.

So Loeb is not simply an anonymous UFO enthusiast.

Nor is he an entirely uncontroversial establishment figure.

He occupies a charged position:

a scientist with a serious academic background,

and a public figure associated with extraordinary hypotheses.

That combination matters.

When Loeb enters the UAP conversation, the topic moves closer to the language of scientific investigation.

But that does not mean his involvement validates extraterrestrial claims.

The real question is not whether his past hypotheses were right.

The question is what kind of method will be applied now.

What It Means to Lead a UAP Science Advisory Council

According to reporting, Loeb is leading a UAP Science Advisory Council intended to advise the White House, the Pentagon, the FBI, and intelligence agencies.

The important term is scientific advisory.

That framing suggests a move away from rumor alone and toward observation, data, sensor evidence, physical constraints, and testable explanations.

This connects directly to the previous file.

AARO collects reports, analyzes them, resolves some, archives others, and identifies cases requiring more work.

A science advisory council may help shape how unusual reports are evaluated.

In institutional language, we might put it this way:

AARO represents the reporting and analysis machinery.

The advisory council may represent an additional scientific lens.

That does not reveal what classified data contains.

It does not prove that a hidden truth is about to be announced.

But it does show why this personnel choice attracts attention.

It makes UAP sound less like a belief question and more like a technical question.

Hope and Caution Around Loeb

Loeb’s involvement creates both expectation and caution.

The expectation is that UAP analysis may become more empirical.

Instead of relying only on testimony, the process could involve radar, infrared footage, satellite data, atmospheric conditions, flight records, astronomical data, and multi-sensor comparison.

That would be a serious step.

But caution is also necessary.

Because Loeb is publicly associated with bold extraterrestrial hypotheses, some readers may assume that his role means the government is leaning toward an alien explanation.

That assumption goes too far.

Scientific openness is not the same as a predetermined conclusion.

A serious investigation must keep extraordinary possibilities on the table while demanding extraordinary evidence.

Skip the evidence, and science becomes mythology in a lab coat.

Use the method properly, and science becomes the knife that cuts through mythology.

That is why this appointment is symbolically powerful.

It stands directly on the boundary.

Anna Paulina Luna’s Position

The second figure is Rep. Anna Paulina Luna.

Luna chairs the House Oversight Committee’s Task Force on the Declassification of Federal Secrets.

That task force has dealt with subjects such as JFK files, RFK files, MLK assassination records, Epstein-related materials, COVID-19 origins, 9/11 files, and UAP transparency.

On UAP specifically, Luna has continued to press for documents and videos related to sightings and government transparency.

This matters because Luna does not enter the UAP topic primarily through astronomy.

She enters through declassification.

Loeb represents the scientific doorway.

Luna represents the access doorway.

One asks:

How should we evaluate the phenomenon?

The other asks:

What does the government possess, and what can be released?

When those two doorways appear at the same time, public expectation grows quickly.

The Reported “Energy” Remark

The most delicate part of this file concerns the reported “energy” remark.

TOCANA reported that Luna suggested a future announcement connected to the nature of the UAP phenomenon, and that the word “energy” appeared in that context.

This article does not present that as confirmed primary information.

The exact audio segment, full transcript, and complete context have not been independently verified here.

So the phrase must remain in the category of reported information.

That matters because “energy” is one of the most combustible words in the UAP universe.

Zero-point energy.

Anti-gravity.

Unknown propulsion.

Reverse engineering.

Suppressed technology.

Military contractors.

Breakthrough physics.

A single word can connect all of these ideas in the public imagination.

That is why it must be handled carefully.

To write “an energy disclosure is coming” would be irresponsible.

The better question is:

Why does the word “energy” become so powerful when placed inside a UAP disclosure narrative?

Why “Energy” Burns So Bright

UAP and energy have been linked for decades in speculative culture.

If an object appears to accelerate unusually, what powers it?

If it seems to hover without visible propulsion, what mechanism supports it?

If it moves silently or changes direction sharply, is there an unknown aerodynamic, electromagnetic, or sensor-related explanation?

Could it be a drone?

A classified aircraft?

A foreign system?

A sensor artifact?

A misunderstanding?

Or something else?

These questions naturally move toward propulsion and energy.

Urban legends then take the next step:

The government has hidden revolutionary energy technology.

If released, it would transform oil, electricity, industry, and military power.

Therefore, it has been suppressed.

That is a powerful story.

But a powerful story is not the same as evidence.

This file does not claim an energy breakthrough is coming.

It asks why such language triggers the disclosure imagination.

That distinction protects the article from becoming a rumor machine.

Why Signals Feel Like a Coming Announcement

Loeb’s role.

Luna’s official declassification position.

A reported remark about “energy.”

A scientific advisory framework.

A continuing congressional transparency push.

Placed together, these elements create a sensation:

something is moving.

Urban legends do not always need a confirmed revelation.

Often, they grow from the feeling that a revelation is approaching.

A council is formed.

A scientist is named.

A lawmaker hints.

Files are released in phases.

Commentators connect the dots.

And before anything definitive has been established, a narrative appears.

That is the structure we need to watch.

Not all signals are false.

Not all signals are meaningful.

Some are real institutional movements.

Some are media amplification.

Some are speculative interpretation.

The task is to separate them.

Conclusion

What can be said carefully?

Avi Loeb has been reported as leading a UAP Science Advisory Council connected to government advisory work.

That makes UAP appear more firmly connected to scientific evaluation.

Anna Paulina Luna officially chairs the Task Force on the Declassification of Federal Secrets and has continued to push UAP transparency inquiries.

That keeps UAP tied to the politics of access and disclosure.

The reported “energy” remark should remain in the category of reported information until the primary source and full context are verified.

So the conclusion is not:

a major announcement is coming.

The conclusion is more precise:

personnel choices and language are beginning to connect UAP to science, national security, declassification, and energy narratives at the same time.

That is why the story is spreading.

And that is why analysis is necessary.

In the next file, we step back again.

PURSUE.

Phased releases.

The repeated expectation of “the next announcement.”

And why the structure of disclosure itself keeps producing urban legends.

Next time—another fragment of truth we will trace together.

I will return to continue the telling.
