Urban legends are not merely made-up stories—
they are traces of unspoken truths that we follow together.
Some of 2026’s Typhoon Tracks Really Did Look Strange
This year produced storm tracks that made even experienced observers look twice.
Typhoon No. 15 moved westward across Japan—
against the direction people normally associate with storms around the country—
before making an exceptionally unusual landfall in Ibaraki.
Typhoon Dolphin travelled for more than fifteen days,
crossing more than 7,000 kilometres before reaching eastern China.
Its rainfall affected an enormous area.
When those tracks are placed over a map of China,
another location immediately attracts attention.
The Yangtze River.
And inland—
the Three Gorges Dam.
In urban-legend circles, it is sometimes said that unusual typhoons are not merely natural storms.
They are described as weapons.
Steered.
Amplified.
Directed toward strategic infrastructure.
So the question becomes unavoidable.
Were the storms of 2026 targeting the Three Gorges Dam?
The Answer We Can Support Today
As of September 13, 2026,
there is no verified evidence that any typhoon was deliberately steered toward the Three Gorges Dam.
There is no evidence that HAARP controlled these storms.
There is no evidence that cloud seeding redirected them.
And the World Meteorological Organization states that there is currently no generally accepted evidence that tropical cyclones can be modified.
That should be the starting point.
But it should not be the end of the investigation.
Because weather modification itself is real.
Typhoon No. 15 Really Did Follow an Unusual Path
Japan’s Meteorological Agency examined the atmospheric conditions behind the storm.
Its explanation did not require an external controller.
A large monsoon gyre had developed.
A strong high-pressure system remained east of Japan.
The upper-level westerlies were highly distorted and split.
Typhoon No. 15 moved through the steering flow created by those systems.
The track was unusual.
The atmospheric environment was also unusual.
An abnormal path is therefore not evidence by itself of artificial intervention.
Dolphin Was Another Exceptional Storm
Dolphin formed on July 27.
It survived for more than fifteen days.
It travelled more than 7,000 kilometres.
Chinese meteorological reporting described it as one of the most extraordinary long-track storms to make landfall in the country.
It reached Zhejiang on August 9.
Its remnants later carried substantial moisture far inland.
Again,
the event was unusual.
But unusual does not mean impossible under natural atmospheric physics.
What About the Three Gorges Dam?
Chronology matters.
The Three Gorges Reservoir recorded its first inflow above 30,000 cubic metres per second of 2026 on August 4.
Peak inflow reached approximately 38,000 cubic metres per second.
The reservoir operator attributed the rise to heavy rainfall across upstream river basins including the Minjiang–Tuojiang and Jialing systems and the intermediate Three Gorges basin.
Dolphin did not make landfall in China until August 9.
Five days later.
That does not mean Dolphin had no later influence on rainfall elsewhere in China.
But it does break a simple narrative in which the storm arrived and caused the August 4 Three Gorges flood.
The Reservoir Was Already Being Managed
According to the operator,
increased inflow had been forecast in advance.
Outflow was raised before the flood peak.
More than one billion cubic metres of flood-control capacity was reserved.
This does not mean the Three Gorges Dam can never face serious hydrological risk.
No large dam is free of risk.
It means something more specific:
the available record does not support a sudden, unexplained strike on an unprepared dam.
Why the “Target” Narrative Looks So Convincing
Maps are powerful.
Draw a storm track.
Add China.
Add the Yangtze.
Place a red marker over the Three Gorges Dam.
Suddenly,
the path begins to look intentional.
Humans are extremely good at seeing direction.
We are less good at distinguishing direction from intention.
That difference is the center of this investigation.
HAARP
HAARP—
the High-frequency Active Auroral Research Program—
studies the ionosphere.
It has spent decades at the center of claims about:
weather control,
hurricanes,
earthquakes,
and military environmental manipulation.
But the facility’s own scientific FAQ is explicit.
Its radio frequencies are not absorbed by the troposphere or stratosphere,
the atmospheric layers where ordinary weather occurs.
HAARP studies a much higher region.
There is no established mechanism by which it can steer a typhoon.
NOAA Reaches the Same Conclusion
The U.S. National Oceanic and Atmospheric Administration has stated that no existing technology can create,
destroy,
strengthen
or steer hurricanes.
That does not mean humans have never tried to modify tropical cyclones.
They have.
But trying is not the same as succeeding.
Cloud Seeding Is Real
This is where the subject becomes more interesting.
Cloud seeding is not an urban legend.
Materials such as silver iodide or hygroscopic particles can be introduced into suitable clouds with the intention of altering precipitation processes.
The WMO says more than fifty countries operate some form of weather-modification programme.
China has a large institutional system for artificial weather modification.
Its meteorological administration maintains formal standards,
equipment,
operations
and dedicated agencies.
So saying,
“Humans cannot affect weather at all,”
would be wrong.
But Cloud Seeding Is Not Typhoon Steering
Cloud seeding operates only when suitable clouds and microphysical conditions already exist.
It does not create a tropical cyclone from nothing.
It does not provide a demonstrated ability to redirect the enormous circulation of a mature typhoon toward a chosen target.
The WMO warns that claims of large-scale dramatic weather control lack a sound scientific basis.
There is no generally accepted evidence that tropical cyclones can currently be modified.
Yet Governments Really Have Studied Hurricane Modification
The United States ran Project Stormfury from the 1960s into the early 1980s.
Aircraft seeded hurricanes in an attempt to weaken their maximum winds.
Early results seemed promising.
Later research showed that some of the observed eyewall changes also occurred naturally.
The scientific foundation weakened.
Stormfury did not produce an operational hurricane-steering system.
But its existence matters.
It explains why “weather warfare” legends did not emerge from absolutely nothing.
There Is Even an International Treaty
In 1976,
the United Nations adopted the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques—
ENMOD.
It entered into force in 1978.
The treaty is real.
But its existence does not prove that a secret typhoon-guidance weapon currently exists.
It demonstrates that the military use of environmental modification was serious enough to become an international legal issue.
Those are not the same claim.
Japan Is Researching Typhoon Control Today
And this is where the story becomes especially modern.
Japan’s Moonshot research programme is actively studying ways to reduce the damage caused by extreme weather.
Current work includes high-resolution typhoon modelling,
cloud seeding,
and the possibility that repeated weak interventions might alter a typhoon’s intensity.
This is research.
Not an operational weather weapon.
The difference matters.
A laboratory question is not the same thing as a deployed capability.
This Is How the Urban Legend Is Built
HAARP exists.
Cloud seeding exists.
China operates weather-modification programmes.
The United States historically studied hurricane modification.
Japan is researching typhoon control.
ENMOD exists.
The Three Gorges Dam exists.
The abnormal storm tracks existed.
Every dot is real.
Then one additional line is drawn:
“Therefore the typhoons were deliberately aimed at the Three Gorges Dam.”
That line is the part for which the evidence is missing.
The 2026 Verdict
Were some typhoon tracks genuinely unusual?
Yes.
Was the Three Gorges Reservoir under significant flood-management pressure during the summer?
Yes.
Does China conduct weather modification?
Yes.
Does scientific research into typhoon modification exist?
Yes.
Did the United States historically experiment with hurricane modification?
Yes.
Can HAARP steer typhoons?
No supporting evidence.
Can current operational technology freely steer a tropical cyclone?
No demonstrated capability.
Was the Three Gorges Dam deliberately targeted by a weather weapon?
No evidence currently establishes that.
My Conclusion
The most interesting answer is not:
“Weather weapons are completely imaginary.”
That is too simple.
Humans have tried to influence weather.
They still do.
And researchers are studying whether future interventions might reduce the intensity of dangerous storms.
But that reality should make us more precise—
not less.
Research is not deployment.
Cloud seeding is not typhoon steering.
An unusual track is not evidence of intention.
And the existence of a technology does not prove that it caused a specific disaster.
Perhaps one day,
weather control will move much further from laboratory models into practical operations.
If that happens,
the political and military questions will be enormous.
But a possible future capability cannot be used as proof of a secret operation today.
For now,
the tracks of 2026 remain unusual weather—
not verified weapons.
